If the envisaged reproduction of forint banknotes and coins does not satisfy the requirements applicable to reproductions not requiring the MNB’s authorisation, the authorisation of the MNB – issued in its capacity of public authority – must be applied for the manufacturing thereof. As of 1 November 2014, reproduction of the commemorative coins issued by the MNB may only be manufactured from metal base material based on the MNB’s authorisation, irrespective of the graphic representation and the technical parameters thereof.
The application for authorisation must be submitted by the user of the reproduction (the person ordering the production, or if the reproduction is used by its actual manufacturer, then the manufacturer thereof) based on the application form specified in Annex 1 to MNB Decree 2/2010. (I. 28.) in the case of banknote reproductions and in Annex 2 to MNB Decree 36/2014. (IX. 25) in the case of coin reproductions. The graphic design or image of the forint banknote or coin, as well as the declaration specified in Article 59 (2) of Act CXXXIX of 2013 on the Magyar Nemzeti Bank shall be attached.
Process of authorising the money reproduction
The authorisation to produce or order the production of money reproductions is performed by the MNB in the framework of administrative procedure.
The authorisation is approved and the application for the authorisation is rejected by the Governor of MNB; on behalf of the MNB, the procedure shall be conducted by Cash Logistics Directorate.
Jurisdiction: national.
Fee for the administrative procedure: the authorisation procedure is free of charge.
Method of submitting the application:
a) business associations shall submit the application to the MNB in writing, in electronic way pursuant to Act CCXXII of 2015 on the General Rules for Trust Services and Electronic Transactions, through the ERA system, on the form provided by the MNB for this purpose,
b) natural persons acting through their legal representatives shall submit the application in writing, in electronic way pursuant to Act CCXXII of 2015 on the General Rules for Trust Services and Electronic Transactions, through the ERA system, on the form provided by the MNB for this purpose, or on the ÁNYK form provided for this purpose and available on the storage space in the Central Client Registration Database,
c) natural persons acting without legal representatives shall submit the application in writing, in the way selected by them: on paper, by mail (Magyar Nemzeti Bank Készpénzlogisztikai Igazgatóság, 1850 Budapest, Hungary), or through the ERA system, on the form provided for this purpose, or on the ÁNYK form provided for this purpose and available on the storage space in the Central Client Registration Database.
The deadline of administration is three months, which, in justified cases, may be prolonged on one occasion by maximum three months.
